Pitcher’s strikeouts is a category that is pretty closely tied to innings pitched; as long as pitchers aren’t throwing as many innings, it will difficult to crack this list.
Let’s take a look at the most strikeouts in a Valley League season since 2004:

Tristen Bayless led the 2019 Valley League with 62; close, but no cigar. No one has cracked this list since Kevin Herget in 2012. (By the way, Harrisonburg’s John Radosevich struck out 212 batters in 1964. He’s in the VBL Hall of Fame, too.)
Gudez, Umberger, Weiss, Granier, Gilliam, Aguilar, and Stidfole all pitched in the minor leagues, but none of them are still active. Kevin Herget is still active, in the St. Louis Cardinal’s system.
Luray has three entries, Harrisonburg has two, and New Market, Woodstock, Strasburg, Covington, and Winchester all have one.
